Hand Communion began in Holland shortly before V2 ? If so, by whom ?
I don't know. I am not from Holland. Cardinal Alfrink (one of main representatives of the progressive alliance at Vatican II) may be a clue.

Moreover, Communion in the hand leads directly to dropping of Holy Species which is prohibited by Catholic Church under penalty of excommunication. Such self ministering of Holy Communion allows everyone to be one's own minister what also contradicts the norms for extraordinary ministry of Holy Communion issued by pp John Paul II and former Head of CDF Cardinal Ratzinger.
Communion in the Hand is wonderful and Holy and is the practice of Communion specified by Jesus himself.
Every Bible in the world in 3 Gospel passages says that Jesus “gave” the bread and said ‘take and eat”. No Bible in the world ever said “receive” or that Jesus put the bread on their tongues.
And as they were eating, Jesus took bread, blessed and broke it, and gave it to the disciples and said, “Take, eat; this is My body.” Matt 26:26
And whilst they were eating, Jesus took bread; and blessing, broke, and gave to them, and said: Take ye. This is my body. Mark 14:22
And taking bread, he gave thanks, and brake; and gave to them, saying: This is my body, which is given for you. Do this for a commemoration of me. Luke 22:19
“Gave” and “take” are the clearly used to communicate hand to hand transmission, not hand to mouth transmission.
Jesus never said and no Bible in the world says that touching the bread with their hands was for the Apostles only or Bishops only.
The Eucharist was received in the hand for the first nine centuries of Christianity. It was the original form of Communion in the early Church…

Communion in the Hand is valid and licit throughout most of the world.
Communion on the tongue is an invention of men, not Jesus.
Jesus supported Communion in the Hand when he said “Whoever eatsJohn, CHAPTER 6 | USCCB my flesh and drinks my blood has eternal life”. John 6:54. …*”Eats: the verb used in these verses is not the classical Greek verb used of human eating, but that of animal eating: “munch,” “gnaw.”, the opposite of receiving on the tongue.
It is Catholic teaching that the “bread” ceases to be the Body and Blood of Jesus when it becomes unrecognizable as in your photo of the gloved have with unidentifiable specs.
