Please do not malign Pope Leo. It is not hardness of heart at all. He simply follows the Synodal Church mindset of "what I don't like must be wrong, what I do like must be right." "Licit" means in keeping with preexisting law and dogma. Pope Leo has not used the word that way because he literally hasn't been formed to understand that the Pope is not the source of truth but only the caretaker of the truth which was revealed ages ago and does not change with the times, public consensus or concrete situations.
The Pope seeks discernment, but revelation ended with the death of St. John. The Holy Spirit assists us in living that revelation. It is the demonic spirits who provide new inspiration.
