The passage in red refers to a hypothetical case. It refers to either the baptism of desire or being saved in invincible ignorance. That is LG 14 and LG 16. It refers to an invisible case. If there is such a person saved in 2025 it can only be known to God. We cannot meet or see someone saved with the baptism of desire or in invincible ignorance. Such cases do not exist in our human reality. So the red refers to what is implicit, subjective and not there in human form.So how can it be an explicit exception for the blue orthodox passage ? How can unknown cases of the the baptism of desire or being saved in invincible ignorance be known exceptions for the dogma extra ecclesiam nulla salus of the Council of Florence 1442 ? How can LG 14 and LG 16 be relevant to the Athanasius Creed, which says all need to be members of the Catholic Church for salvation. So the red is not an exception for the blue, for me. But in general Catholics interpret the red as an exception for the blue.

Vatican Council II, in the blue passages is saying that Muslims and other non Christians are on the way to the fires of Hell without Catholic faith and the baptism of water (AG 7, CCC 845,846). This is also the teaching of the Bible ( John 3:5.,Mark 16:16). Since outside the Catholic Church there is no salvation, Muslims in general are on the way to Hell. In Heavent there are only Catholics ( AG 7,CCC 845,846,1257 etc). Mohammad died without faith and baptism. So he is lost forever as Dante saw him. This knowledge is being confirmed today by many people who have near death experiences. Since outside the Church there is no salvation from Hell it is important that Governments beocme Catholic, with the non separation of the Catholic Church and the Catholic State. It is important to proclaim th Social Reign of Christ the King in all political legisaltion (Quas Primas). This is being said based upon the blue passages in Vatican Council II which do not have explicit exceptions in real life and none mentioned in the text of the Council
