While the letter is genuine it’s difficult to gauge the context without the letter from Wilson to Lefebvre. But he doesn’t say he ordains conditionally in all cases. His understanding of defect of intention though is wrong, even a heretic can validly baptise.
Yes, it’s true but only when the candidate requested conditional ordination due to serious doubts regarding the validity of their Novus Ordo ordination due either to a defect of matter or form, or due to serious doubts and/or scruples regarding the validity of the New Rite of Ordination, per se.
