The archbishop emphasized that welcoming "everyone" in the Church, including transvestites, does not mean that sacraments may be administered when essential conditions are not met:

The “Wedding”
Transvestite Solange Ayala (male, dressed femal), and Isaías Díaz Núñez (female, dressed male) were married on January 28 at Our Lady of Pompeii Parish.
The ceremony was presided over by Father Fernando Luis Gómez, who reportedly consulted the archbishop beforehand and found no canonical impediment based on biological sex.
However, after news of the ceremony became public, the archdiocese opened an investigation.
