What Canadian values is PM Marc Carney talking about?

Last Thursday, Canada's PM Marc Carney at the Liberal cabinet two-day retreat in Quebec City spoke about Canadian sovereignty.
Carney's comments were to respond to American President Donald Trump who said at the World Economic Forum that without the United States, Canada would not exist. Carney should be grateful.
While former PM Justin Trudeau spoke of Canada being a post-nation state with no core-values, Carney is trying hard to make it clear that Canada is built on the principles of multiculturalism and openness. In short, Canada lives on its own values and not those of America. However, it took Trump's remarks to make Carney a defender Canada. The elbows-up story.
